As part of the Comprehensive Employment and Training Act (CETA)
enacted in 1973, money was used in Florida to hire people to go
door-to-door persuading people to apply for food stamps. Maryland
CETA workers chauffeured welfare recipients to the welfare
office. New York CETA workers ran a phone service to let people
know about their unemployment and welfare benefits.
