An Inclusive Litany

In October 1991, Representative Leon Panetta of California proposed
the "Fresh Cut Flower Import Regulation Act" to impose import quotas
on daisies, roses, and other flowers. Panetta implied that Colombian
flower growers, who have "a growing season that is ideal for
production throughout the year," possess an "unfair competitive
advantage" over American growers. His bill mandates that each
imported flower have a label on its stem stating its country of
origin.
