Freda Zimmerman, who wanted to give occasional piano lessons in her
Philadelphia home, was denied a zoning variance to use her residence
for a "home occupation." Neighbors had presented a petition with 43
signatures to the Zoning Board stating that the proposed piano lessons
would "threaten the residential character of the neighborhood,"
"increase danger," "overcrowd the land," and "adversely affect
transportation, and the public health, safety and general welfare" of
the neighborhood.
