Luis Carrion Cruz, a former member of the Sandinista's ruling junta who has been implicated in hundreds of extrajudicial political executions in Nicaragua, has been awarded a scholarship by the taxpayer-subsidized Organization of American States to attend Harvard's prestigious Kennedy School of Government, to earn a masters' degree in public administration in the school's Edward S. Mason program for Third World leaders in mid-career.
