Every two weeks for the past eight years, President Mobutu Sese Seko of Zaire has flown his hairstylist, Mr. Andrew, first-class to Zaire or to one of Mobutu's chateaus in Europe to cut his hair at an estimated cost of $5,000 to Zaire's citizens.
