An Inclusive Litany

To control truancy as well as juvenile crime, the town of Monrovia,
California, enacted a daytime teen curfew, providing only a
brief window during which young people are allowed to be out alone
during the day, even to walk the family dog. This led a 16-year-old
en route to a fast food restaurant to be stopped and questioned five
different times, by five different police officers. Two homeschooled
brothers were stopped twenty times as they walked to special classes
and back. A 22-year-old woman was questioned twice as she tried to
use a public telephone, and a young-looking high school graduate was
stopped and questioned ten times.
