Maryland state delegate Cheryl Kagan filed a complaint with the
Montgomery County Human Rights Commission that a sign posted at a
Dryclean Depot,
suggesting that husband-and-wife teams might be interested in
franchising opportunities, is "probably illegal." In a fax to the
business, Kagan asked, "why preclude best friends? A brother-sister
team? A business partner? A gay lover?"
