Acting on the complaint of a neighbor, the Michigan Department of Environmental Quality sent a letter to a Montcalm County resident to inform him that his "construction and maintenance of two wood debris dams across the outlet stream of Spring Pond" would require a permit, warning him against any further "unauthorized activity." Subsequent correspondence from the landowner and an investigation by the Department revealed the dams to have been built by beavers.
