After New York Mayor Rudolph Giuliani's workfare program got 30,000
former welfare recipients to clean up parks, assist in hospitals, and
do clerical work in city offices, local communications and
transportation unions spearheaded an effort to unionize them. "They
are workers now," local Communications Workers of America
political director Ed Ott told the New York Times.
"They want the full protections any worker is entitled to."
