The Washington, D.C., public school system paid Abena Walker $164,739
to create a curriculum featuring "African-centered methodology" for
the district's teachers. Training was to take place at the
Pan-African University,
which, as it turns out, was an unaccredited and unlicensed school
whose only academic degree ever awarded, a master's, had gone to
Ms. Walker herself—the school's founder.
