The city of San Francisco will now provide health care benefits for
city workers undergoing sex-change procedures. "This is very much a
civil rights issue," said Supervisor Mark Leno. "This is about
equal benefits for equal work." The benefit will be capped at
$50,000, with a 15 percent surgical co-payment. For males changing to
females, the procedure costs about $37,000; to go the other direction,
it costs about $77,000.
