The New York Times
reports that, in an effort to protect children's emotional health, New
York City officials are likely to seize children from homes in which
either of the parents "engage in acts of domestic violence" such as
slaps, kicks, shoves, or more serious violence, regardless of whether
these acts are directed at the children. This has led to a perverse
incentive on the part of battered parents not to report their
abuse.
