An Inclusive Litany

To gauge bureaucratic stasis, members of the New York City Council
staff drafted 173 letters with hypothetical complaints, questions or
offers of help which they then asked citizens to sign and send to 21
different city agencies. After six weeks 120 of the letters had not
been answered. Two agencies—the Human Resources Administration was
one—ignored every single letter they received, including offers to
donate items such as books and Little League uniforms.
