Under the 1990 Hate Crime Statistics Act, the FBI
classifies victims of hate crimes by race, ethnicity, religion,
and sexual orientation, but identifies perpetrators only by race.
Hispanics, therefore, are recognized as victims, but not as
perpetrators. Since most Hispanics are officially identified as
"white," if a Hispanic attacks a black, it is typically counted as a
white-on-black hate crime. Similarly, if a Hispanic attacks an Asian,
it is a white-on-Asian hate crime. And if a Hispanic attacks a
Hispanic, it is a white-on-Hispanic hate crime.
