The Legal Assistance Foundation of Chicago sued to obtain Supplemental
Security Income disability benefits for a 44-year-old man they alleged
was disabled because of alcohol and opium dependence and
antisocial-personality disorder. Lawyers for the Foundation argued
that the claimant's admission of stealing $60 daily to support his
drug and alcohol habits did not show he was capable of work.
